This is a Variable PCD Bolt, designed with a floating washer attached which can move up to 1.5mm. This allows a wheel to be fitted to hubs with several different PCDs while still keeping the bolt centered and parallel within the recess of the wheel.
Tuner Bolts have an internal spline into which a special tool is inserted, which then allows you to use a wheel brace as usual, instead of the usual hex head. They are designed for wheels with a smaller counterbore, which therefore don't have room for a socket when used with normal bolts. This usually only applies to aftermarket alloy wheels. Everything you need will be supplied: the locking key, tuner key, and sleeve.
